It looks like the Conditional Formatting rules will not process if my specific name is too far down the CC list, I would think this is the same if there are too many people on the To list as well. I found that if I made a new rules with the settings of me NOT being on the CC list and NOT being on the To: list, this would apply to this specific thread.
My conditional color rule for when I am on the CC field will not work for this thread, it does not color them at all, I have run into an email thread for my company where I am on the CC field, but there are probably 40-50 people ahead of me in the list. I currently have several formatting options working on my inbox, I use different colors for emails sent directly to me, if I am CCed on an emails, and if I am CCed on emails but contain some email distros on the CC list.
